Nils Andreas Svee 8f39ebe8aa ci: downgrade runner to ubuntu-22.04 and enable full features 
Revert the GitHub Actions runner to ubuntu-22.04 for better compatibility and ensure the "full" feature set is passed to cargo-dist during the build process.
