Nils Andreas Svee acffc3cd4e feat(client): implement multi-target ManagedClientGroup for shared-socket probing 
Introduce a managed group runner to support concurrent probing of multiple targets over a single UDP socket with coordinated send pacing. Refactor the existing client logic into a reusable SessionRuntime to support both individual and grouped session management.

Move MAX_SERVER_FILL_BYTES to irtt-proto and validate it during decoding to prevent processing oversized parameters.

Nils Andreas Svee d93e10ba45 feat(cli): add support for configuring outgoing TTL and hop limit 
Introduce a `--ttl` flag to allow users to set the IPv4 TTL or IPv6 hop limit, providing control over packet lifespan and helping diagnose network topology issues.
