docs: point installation and library usage at crates.io

The README led application users through cloning the repo and
building with cargo install --path, and led library consumers
through a local path dependency, even though irtt-rs and
irtt-client are now published. Make the registry the default
path for both and keep the local-checkout/path forms documented
as the alternative for development.
